Throughout the diplomatic process in late 2002 and into 2003, France repeatedly called for more weapons inspections before resorting to war. France's refusal to vote for a UN resolution authorizing war in Iraq contributed to Bush's decision to act without a UN mandate. The U.S. was infuriated by what it saw as France's obdurate obstructionism, and relations between the countries plummeted.
