FBI agent, testified at a May Congressional hearing about a memo he wrote in July 2001, in which he had speculated that a large number of al-Qaeda members enrolled in U.S. flight schools could use their training to launch a terrorist attack on the country. FBI Director Robert Mueller didn't see the “Phoenix memo” until after the Sept. 11 attacks, and President Bush wasn't briefed on the memo until early May, prompting members of Congress to question whether the attacks could have been prevented.
