Milwaukee car dealer who bought AL Seattle Pilots for $10.8 million in 1970 and moved team to Midwest; as de facto commissioner, he presided over 232-day players' strike that resulted in cancellation of World Series for first time since 1904; officially named baseball's ninth commissioner on July 2, 1998; made the controversial decision to end the 2002 All-Star Game after 11 inns., tied 7-7.
