The major networks took a major beating for not including any minorities in leading roles in any of the 26 new shows that debuted in the 1999-2000 prime-time television season. As a result, the networks scrambled to revamp several new shows to include minority characters to the premieres. CBS was the only network to debut a show cast almost entirely by African American actors, City of Angels. This urban medical drama, starring Blair Underwood and Vivica Fox, is set in Los Angeles's Angels of Mercy hospital, an institution dedicated to serving the homeless and indigent who would be denied care elsewhere.
