Intelligent and engaging dialogue in this chatfest come at the cost of action. While Phoenix could've been a gritty film noir, it emerges as a slow-moving, underdeveloped tale about corrupt cops. Gambling cop Harry (Liotta) owes a mobster $32,000. He wants to pay him off honorably, but when his rogue fellow men in blue come to his rescue, things take an anything but honorable turn.
