Ricardo Sanchez,

U.S. Army general, served as top commander in Iraq for more than a year, until shortly after the Abu Ghraib prison-abuse scandal broke in April. Although Pentagon officials said the decision to replace him had nothing to do with the controversy, Sanchez was widely criticized for not alerting Congress about the graphic photographs that detailed the abuse of Iraqi prisoners at the hands of U.S. troops. Two panels that investigated the abuse scandal released reports in August that criticized Sanchez, saying he initially approved interrogation techniques that violated the Geneva Convention and then revised his policy three times in a month in late 2003. The policy changes created confusion and led to the abuse, the panels said.
