Rafael Reséndez-Ramirez,

39, Mexican fugitive, evaded authorities for weeks by hopping freight trains but surrendered in July after his sister called a Texas Ranger and negotiated terms of his arrest. Authorities believe he killed eight people since August 1997 and may have been responsible for several other murders.
