Ryutaro Hashimoto,

Japanese prime minister, took the world by surprise when he stepped down, accepting responsibility for his party's humiliating defeat in the July national elections. He was quickly replaced by Foreign Minister Keizo Obuchi, who faces the daunting tasks of whipping the Japanese economy back into shape and overcoming his image as a party hack and lifeless bore.
