Gov. William Weld

Senate Foreign Relations Committee Chairman Jesse Helms vowed from the outset to block the nomination by refusing to hold hearings to discuss it. Weld regarded the rhetoric as a challenge, and took his case to the media in a five-month fight before ultimately conceding defeat.
