Gov. William Weld

of Massachusetts resigned to actively lobby for his nomination to be Ambassador to Mexico. Senate Foreign Relations Committee Chairman Jesse Helms vowed from the outset to block the nomination by refusing to hold hearings to discuss it. Weld regarded the rhetoric as a challenge, and took his case to the media in a five-month fight before ultimately conceding defeat.
