Kenneth Starr,

Independent Counsel in the Whitewater investigation of the President and Mrs. Clinton. His announcement that he was leaving to become dean at Pepperdine University's law school fueled speculation that the investigation was over; he reversed his decision four days later saying that it seemed unwise to leave before the investigation had concluded.
