who had been the leading candidate to become Chairman of the Joint Chiefs of Staff, opted to withdraw his name from consideration following disclosure of an adulterous affair he had more than a decade ago. The publicity over the military's seemingly inconsistent treatment of adultery by men and women soldiers led to calls for reform of the entire military penal code.
