The government is headed by the prime minister. Myanmar's 1974 constitution was suspended in 1988, when a military junta assumed power. The process of drafting of a new constitution began in 1994, was suspended in 1996, and resumed in 2004; however, it did not included participation of the democratic opposition. The new constitution was adopted in 2008 after a referendum that was tightly controlled by the military. Administratively, the country is divided into seven divisions and seven states.
