Portillo y Pacheco, José López

Portillo y Pacheco, José López, 1920–2004, president of Mexico (1976–82). He held various government posts before becoming minister of finance in 1971. As president, he greatly expanded the Mexican petroleum industry, turning Mexico into an oil exporting power. However, his regime squandered the new revenues, and his government ended amidst charges of scandal and corruption. He was succeeded by Miguel de la Madrid.
