public official, has served as Special Inspector General for Iraq Reconstruction since Oct. 2004, issuing about 300 reports that have been highly critical of the reconstruction in Iraq. He uncovered many examples of shoddy construction, unfinished projects, the military's failure to track arms that have been shipped to Iraq and rampant corruption. The media reported in November that a last-minute insertion into the military authorization bill signed in late October by President Bush included a provision to shut down the office. Democrats, who will take over Congress in January, have vowed to reinstate Bowen's position.
