On Sunday, Sept. 18, 2016, the United Russia party wins 343 seats out of 450 in Russian Parliament, the Duma. This win for Vladimir Putin's party secures his fourth term as president of Russia. Some experts see this as proof that change is afoot—4 million fewer Russians voted for the United Russia party compared to the results of 2011. Voter turnout also fell from 60% to 40% in this election.
