53, diplomat, helped negotiate an end to the war in Yugoslavia in early June. With Russia's former prime minister Viktor S. Chernomyrdin and Finland's President Martti Ahtisaari, Talbott worked nearly around the clock to reach an accord with Yugoslavia's President Slobodan Milosevic. A journalist by trade, Talbott worked for Time magazine from 1971 until President Clinton appointed him Ambassador at Large in 1993, Talbott met Clinton at Oxford, where they were both Rhodes Scholars.
