Championship for the Under-20 national teams contested for the 10th time since its inception in 1977. Held Apr. 3-24, 1999 in Nigeria.

Round Robin; each team plays the other teams in its group once. Note that three points are awarded for a win and one for a tie. (*) indicates team advanced to quarterfinals.
