This oddly poignant buddy movie didn't make a big splash at the box office but deserves a chance on video. Shakur gives a thoughtful performance as a junkie trying to kick his habit with little help from a labyrinthine welfare system; Roth is his hyper partner in crime. While this dynamic film stylishly rips bare the frustrations of an unyielding bureaucracy, the most unshakable frustration is the realization that Hollywood lost a promising young talent in Shakur.
