Michael Hayden, Air Force general and former director of the National Security Agency (part of the Defense Department), became the director of the Central Intelligence Agency in May. Hayden replaced Porter Goss, who resigned abruptly in May. Hayden found skeptics on both sides of the aisle. Some Republicans and Democrats alike claimed that a civilian, not a military officer, should run the CIA. They also feared that the Pentagon might try to encroach on CIA turf with Hayden at the helm.
