Russell Feingold, Democratic senator from Wisconsin, in March introduced a motion to censure President Bush for authorizing the National Security Agency to secretly wiretap U.S. citizens without a warrant or Congressional approval. He said Bush's actions suggested that “we no longer have a constitutional system consisting of three co-equal branches of government; we have a monarchy.”
