Abu Issa al-Hindi,

senior member of al-Qaeda, was arrested in August by British authorities who think he had surveyed potential targets in New York in 2000 and 2001. He was detained after officials in Pakistan arrested Muhammad Naeem Noor Khan and confiscated his laptop, which included detailed surveillance reports on buildings in the U.S.
