Sheik Abu Musab al-Zarqawi,

Jordanian militant and terrorist who has ties to al-Qaeda, was blamed for many of the bombings and beheadings in Iraq. In March authorities said they intercepted a letter from al-Zarqawi to the top leadership of al-Qaeda, in which he took responsibility for dozens of bombings in Iraq, including the August 2003 attack on UN headquarters in Baghdad, and outlined plans to further destabilize Iraq by inciting a civil war between the country's Shiite and Sunni populations.
