Army official, investigated allegations of humiliating abuse endured by Iraqis at the hands of U.S. soldiers at the Abu Ghraib prison. His report, completed in March, said prisoners had been stripped, beaten, sexually assaulted, and threatened with rape between October and December 2003. Reservist military police told him that their superiors and CIA personnel encouraged the abuse to “set physical and mental conditions for favorable interrogation of witnesses.”
