Charles Pickering, Sr.,
trial judge, was appointed to the U.S. Court of Appeals by President Bush during the Congressional recess. The senate had blocked his nomination twice, with Democrats opposing him because of his decisions on racial issues in his 11 years as a judge in Hattiesburg, Miss.
