Muammar al-Qaddafi, Libya's rogue president, finally admitted guilt in Libya's role in the 1988 terrorist bombing of a Boeing 747 over Lockerbie, Scotland, and agreed to pay $2.7 billion to the families of the 270 victims. To the outrage of many, Libya was elected chair of the UN Human Rights Commission earlier in the year.
