Bill Thomas, Republican politician from California, made a rare apology on the House floor in July, when he admitted to using “poor judgment” in calling on Capitol police to break up a meeting of Democratic members of the House Ways and Means Committee. The Democrats had bolted from a hearing and sequestered themselves in a nearby library when they learned Republicans were forcing a vote on pension legislation they had rewritten overnight without consulting the Democratic members.
