Tariq Aziz,

deputy prime minister of Iraq, acted as Saddam Hussein's spokesman in the months leading up to the U.S.-led invasion of Iraq, repeatedly denying that Iraq possessed—or was developing—weapons of mass destruction. In April, he turned himself over to U.S. officials in Baghdad.
