Colin Powell, secretary of state, emerged as the voice of moderation and multilateralism among the hawks and unilateralists in the Bush administration. As the country braced for a preemptive military strike against Iraq, Powell urged the UN Security Council to approve a resolution calling for unconditional access for weapons inspectors and the right to use force if Saddam Hussein failed to comply.
