Herta Däubler-Gmelin, German justice minister, outraged the Bush administration in September when she said that President Bush was focusing on a military strike against Iraq to shift attention away from domestic woes, just as Hitler did. The Bush administration said the comparison had “poisoned” relations between the two countries. Däubler-Gmelin, who said she had been misquoted, resigned her post.
