Robert Mueller,

director of the FBI, acknowledged in May that the Sept. 11 terrorist attacks might have been forestalled had bureau headquarters followed through on tips from several field offices. He also outlined a reorganization plan that will have the bureau focus on counterterrorism rather than domestic crimes. His acknowledgement followed the publication of agent Coleen Rowley's “bombshell memo” that criticized the bureau's handling of information generated by field offices.
