Augusto Pinochet, Chilean general and former president, in July was declared mentally unfit to stand trial on charges of genocide, torture, and kidnapping. The Chilean appeals court said that his ill health resulted in a state of dementia that would make him unable to defend himself. The charges stem from his oppressive rule in Chile from 1973 to 1989.
