George Ryan,

Republican governor of Illinois, imposed a moratorium on executions in Jan., citing a “shameful record of convicting innocent people and putting them on death row.” Ryan said since 1977, 13 men were put on death row but were later cleared and released. Illinois is the first state to ban executions.
