Lt. Gen. Claudia Kennedy,
the army's highest-ranking woman, acknowledged in April that in 1999 she filed a sexual misconduct complaint against Maj. Gen. Larry Smith, alleging he groped and tried to kiss her in 1996. She made the accusation after she learned that he had been appointed the army's deputy inspector general, a position that investigates such allegations. The army withdrew Smith's appointment in May.
