58, diplomat, was finally confirmed as chief American diplomat to the United Nations by the Senate in August, ending a 14-month-long nomination process that languished amid partisan bickering and political maneuvering. Holbrooke, the former ambassador to Germany, engineered the 1995 Dayton agreement that brought peace to war-torn Bosnia.
