Martin R. Frankel,

45, fugitive financier, allegedly bilked insurance companies of more than $200 million, pulling off the biggest insurance scam in the country's history. With investigators closing in on him in June, Frankel bought millions of dollars worth of diamonds, wired money to accounts all over the world, torched any remaining paper trail, and fled the country. He was captured in Germany in September.
