To put the cart before the horse is to reverse the right order or allocation of things.

French:
“Mettre la charrette avant les boeufs.”

Latin:
“Currus bovem trahit Praepostere.”

Greek:
“Hysteron proteron.”

“Die pferde hinter den wagen spannen.”
