Encyclopedia—MontenegroGovernmentMontenegro is governed under the constitution of adopted in 2007. The president, who is the head of state, is popularly elected for a five-year term and is eligible for a second term. The government is headed by the prime minister, who is proposed by the president with the approval of the legislature. Members of the unicameral legislature, the 81-seat Assembly, are popularly elected to serve four-year terms. Administratively, Montenegro is divided into 21 municipalities.
