The state legislature, called the general assembly, is made up of a senate of 21 members and a house of representatives with 41 members. Delaware is represented in the U.S. Congress by two senators and one representative and has three electoral votes. Pierre S. Du Pont (1977–85) and Michael Castle (1985–93), both Republicans, were succeeded as governor by Democrats Thomas R. Carper (1993–2001) and Ruth Ann Minner (2001–), the state's first woman governor. The main institutions of higher education are the Univ. of Delaware, at Newark; Delaware State Univ., at Dover; and a division of Widener Univ., at Wilmington.
