EncyclopediaYoulou, FulbertYoulou, Fulbert (yOO'lOO) [key], 1917–72, first president (1960–63) of Congo (Brazzaville). Originally a Roman Catholic priest, he entered politics, founded the country's strongest political party, and in 1956 was elected mayor of Brazzaville. Public reaction to his efforts to create a one-party state, coupled with the nation's economic failures, led to his forced resignation. He was replaced by Alphonse Massamba-Debat.
