HOWARD, William Marcellus,
a Representative from Georgia; born in Berwick City, St. Mary
Parish, La., December 6, 1857; moved to Georgia with his parents at
an early age; attended the common schools and Martin’s
Institute, Jefferson, Ga.; was graduated from the University of
Georgia at Athens in 1877; studied law; was admitted to the bar in
1880 and commenced practice in Lexington, Ga.; solicitor general of
the northern circuit of Georgia 1884-1896; elected as a Democrat to
the Fifty-fifth and to the six succeeding Congresses (March 4,
1897-March 3, 1911); unsuccessful candidate for renomination in
1910; member of the Board of Regents of the Smithsonian Institution
1905-1912; one of the original trustees of the Carnegie Endowment
for International Peace in 1910; appointed by President Taft as a
member of the United States Tariff Board and served from 1911 to
1913; moved to Augusta, Ga., in 1913 and resumed the practice of
law; died in Augusta, Ga., July 5, 1932; interment in Clarke
Cemetery, Lexington, Ga.
