FINLEY, David Edward, a
Representative from South Carolina; born in Trenton, Phillips
County, Ark., February 28, 1861; attended the public schools of
Rock Hill and Ebenezer, S.C., and was graduated from the law
department of South Carolina College (now the University of South
Carolina) at Columbia in 1885; was admitted to the bar in 1886 and
commenced practice in York, S.C.; member of the State house of
representatives 1890-1891; served in the State senate 1892-1896;
trustee of the University of South Carolina 1890-1896; elected as a
Democrat to the Fifty-sixth and to the eight succeeding Congresses
and served from March 4, 1899, until his death; had been reelected
to the Sixty-fifth Congress; died in Charlotte, N.C., on January
26, 1917; interment in Rose Hill Cemetery, York, S.C.
