BATES, Jim, a Representative from California; born in Denver, Colo., July 21, 1941; graduated, East Denver High School, Denver, 1959; B.A., San Diego State University, 1975; corporal, U.S. Marine Corps, 1959-1963; banker and aerospace businessman, 1963-1970; city councilman, San Diego, 1971-1974; chairman, board of supervisors, San Diego, 1975-1982; elected as a Democrat to the Ninety-eighth and to the three succeeding Congresses (January 3, 1983-January 3, 1991); unsuccessful candidate for reelection in 1990 to the One Hundred Second Congress and for nomination in 1992 to the One Hundred Third Congress; is a resident of San Diego, Calif.
